APNewsBreak: Cancer agency OK'd faulty $11M grant

AUSTIN, Texas (AP) ? Leaders of Texas' embattled $3 billion cancer-fighting effort approved an $11 million grant to a biomedical company even though the proposal wasn't reviewed, according to an internal audit that deepens the troubles of a state agency that has been denounced in recent months by some of the world's top scientists.

A person with knowledge of the grant's improper approval told The Associated Press on Thursday that the discovery was uncovered during internal audit of the Cancer Prevention and Research Institute of Texas. The person spoke on condition of anonymity because the agency had not yet made an official announcement.

The award to Peloton Therapeutic Inc. in 2010 was among first ever handed out by the agency, and remains one of its largest taxpayer-funded grants to date. Tim Kutzkey, Peloton's acting chief executive officer, declined comment.

The cancer institute is home to the nation's second largest pot of cancer-research money, behind only the National Institutes of Health, and has awarded nearly $700 million. But it has come under intensifying scrutiny as several scientists, including two Nobel laureates, resigned in protest in recent months claiming the agency was charting a new politically-driven path that put commercial interests before science.

Pelton's application would have been presented to the agency's oversight committee by Jerry Cobbs, the agency's chief commercialization officer. Cobbs announced his resignation this month.

The person told AP that the oversight committee ? made up of appointees of Gov. Rick Perry and other elected state leaders ? approved the grant even though it was presented without an outside review of the proposal's scientific or business integrity.

The person told AP that funding to Peloton has been halted and that the company's application is undergoing a second review.

The revelation is the latest blow to CPRIT, which launched in 2009 to widespread acclaim among scientists and cancer survivors but has spent the past year unraveling. Dozens of scientists have resigned from the agency's peer review panels en masse in recent weeks, some of whom criticized the fund for "hucksterism" and "suspicion of favoritism" on their way out the door.

U.S. lagging in modern-day space race

When the Space Shuttle Atlantis made its final landing at the Kennedy Space Center in July 2011, NASA's future plans to launch astronauts were left up in the air.? This, even as other countries, notably China, said they had concrete exploration plans and committed budgets.

In the original space race of the 1950s and 1960s, the Soviet Union launched the first human being, Yuri Gagarin, into orbit in 1961.? The United States gradually caught up; Neil Armstrong was first to walk on the moon in 1969.

In the decades that followed, Russia concentrated on space stations while the U.S. tried to turn its space shuttle into an affordable way to launch astronauts and satellites.? But after the loss of the shuttle Columbia in 2003, the U.S. decided to wind the program down.? ?It is now trying to outsource some launches to private companies such as SpaceX, while NASA, working with a limited budget, develops plans for deep space exploration.

Meanwhile, the Chinese space program moves slowly along.? In June it launched its first female "taikonaut" -- as Chinese astronauts are known -- and performed a docking with an orbiting laboratory.? It talks of establishing its own space station by 2020 and later sending explorers to the moon.

The member states of the European Space Agency have committed more than 10 billion Euro to upgrade their own rockets.? The Europeans will provide the propulsion unit for NASA's newest spaceship, Orion, which has a scheduled test launch in September of next year. But with no mandate from the Obama Administration or Congress, plans to send astronauts back to the moon or on to Mars are, for now, going nowhere.

This week Christiane speaks with George Abbey, a senior fellow in Space Policy at Rice University's Baker Institute for Public Policy, and, from 1996 to 2001, the director of the NASA Johnson Space Center in Houston.

Part of Hamas Israel Conflict Is Being Fought Online

BETHESDA, MD (WUSA)--- As TV viewers around the world see images of the ongoing rocket and missile conflict between Israel and Hamas, there is also an online fight between the two for the hearts and minds of world citizens who haven't paid careful attention to the issues and who are trying to figure out which side is right and which side is wrong.

Israeli Defense Forces have a twitter account and frequently post explanations of what Israeli is trying to accomplish with it's missile launches, and why.

Eric Dezenhall of Dezenhall Resources Crisis Communications sees the Israeli effort as a difficult one.

"Social media is always worth a gamble but I think that the jury is still out in terms of how effective it is.

"Everybody is using it but we don't really know yet how it works. Sometimes it does, and sometimes it doesn't, so I'm always skeptical when I hear people evangelizing social media. There's no question but its a phenomena but I've seen it work and I've seen it have no value," he told 9News Now.

"The Israelis have a military advantage The Palestinians have a PR advantage. The military advantage is straightforward, What the Palestinians do very effectively is they put their terror cells close to schools, close to weddings, close to playgrounds. This way, when the Israelis strike back at missile batteries, collateral damage, innocent people really do die.

"But, in terms of the optical war, that is very powerful. Most human beings that see children or civilians being injured or killed have a visual empathy with that and they usually don't drill down deeper.

"It is not very well understood in this country because we can't fathom that putting civilians near offensive sites is what terror groups like Hamas do.

"It works. It is very effective. It may be immoral, it may be terrible, but it is a very aggressive thing in the PR war.

"What the Israelis are attempting to do is a very uphill battle, which is explain why they are doing what they're doing in the hope that it will offset some of what Hamas is doing. I think it's a tough fight," Dezenhall said.

Investors take stock: More green to be made - Real Estate Weekly

We have green cars, green dry cleaning and green buildings. Now it?s time for green stock.

FTSE Group, the National Association of Real Estate Investment Trusts and the U.S. Green Building Council announced last week that they have jointly developed the first investable green property indexes.

The indexes, for both institutional and retail investors, will track the value of LEED-certified and Energy Star-rated buildings and quantify the value the green ratings add to the assets.

The indexes should be available in January, Kevin Bourne, managing director at FTSE, told Real Estate Weekly.
But it will be up to the market how it uses the data.

Gordon Morrison, also a FTSE managing director, said the developers of the indexes are expecting two responses to the new information. Firstly, it may make green assets more popular with investors. ?Institutions and the retail clients will be inspired by the superior performance and will adjust their portfolios to higher exposure? to green real estate, he said.

Secondly, he said, ?given the highly competitive nature of your [Exchange Traded Funds] products,? green investment funds benchmarked to the index are likely to hit the market.

The decision to develop the index came in response to demand from investors, Bourne said, particularly pension funds and sovereign wealth funds from the Middle East and Asia ? both groups which invest heavily in U.S. REITs.

Tenant preference, savings in energy costs and even the U.S. regulatory environment are all factors that are likely to influence the index. But the people behind the metric think they know what direction it will trend ? up. ?We believe that given a choice between green property and brown property, over time, the index will show a positive differential,? Bourne said.

The index could potentially be the basis for any kind of financial product, Bourne said, though he does not expect the more mind-bending tradables, such as swaps and derivatives, are on the short-term horizon.

The indexes would not be possible were it not for the existence of Energy Star and LEED ratings, Bourne said, noting that there are very few industries that have done as much as the building industry to quantify environmental impacts.

Those with experience investing in green building practices attest to their value.

The Durst Corporation has developed a number of environmentally minded buildings in Manhattan, including the country?s first LEED-platinum certified skyscraper.

A lot of research went into selecting the best technologies to use in the company?s developments, Douglas Durst said, but it?s paid off.

?Even in the short term they?ve proved to be very successful,? he said.

The U.S. Green Building Council, which sets the standards for LEED certification, is currently revising those standards. The new rating criteria were scheduled to be launched this year, but that has been delayed.

Zebra, mini horse corralled after NYC street jaunt

NEW YORK (AP) ? New York City can be like a zoo sometimes, but a zebra running wild through the streets is not something you ordinarily see.

The Staten Island Advance reports (http://bit.ly/Yr7soL) a zebra and a miniature horse were spotted trotting through a shopping center parking lot Wednesday morning in Staten Island.

Metropolitan Drape & Blind owner Zachary Osher saw the runaway equines and shared his video with the newspaper. He says the animals ran down a street and narrowly escaped being hit by a car. He says two men in dark suits ran after them with lassoes.

A police spokesman says the animals were corralled and returned to a petting zoo.

Oh, Yoko! Ono's fashion line gropes for Lennon

NEW YORK (AP) ? You remember that Beatles classic "I Wanna Hold Your Hand"? Turns out Yoko Ono had other things in mind.

Ono's new menswear collection inspired by John Lennon includes pants with large handprints on the crotch, tank tops with nipple cutouts and even a flashing LED bra.

The collection of menswear for Opening Ceremony is based on a series of drawings she sketched as a gift for Lennon for their wedding day in 1969. Ono said she the illustrations were designs for clothing and accessories to celebrate Lennon's "hot bod."

Also in the collection are a "butt hoodie" with an outline suggesting its name, pants with cutouts at the behind, a jock strap with an LED light, open-toed boots and a transparent chest plaque with bells and a leather neck strap.

Travel Insurance Claims Need Written Proof of Loss | "If You Are ...

This is one of those blog posts I never thought I would have to write. I have a few more written which are currently in ?draft status?. I discussed these with a friend last week and she said:

?I am constantly amazed by the number of people who will not follow simple directions, can?t use common sense or even get written proof of a loss. It?s not like the insurance company is going to take their word for it.?

Here?s the situation:

After flying from the USA, a family arrived at their hotel in South Africa late at night prior to beginning their tour. Their luggage arrived in the airport intact. The luggage was loaded onto the shuttle bus and was delivered to their room shortly after they checked into their room. As it was late, they waited until the morning to inspect their luggage. The damage to one piece of their luggage was discovered the next morning around 6 am. They had to leave right away to catch the tour bus. They did not report the damage to anyone at the hotel or with the tour company.

After arriving back in the USA 2 weeks later they filed a damaged baggage claim and it was denied because there was no Written Proof of Loss.

Their travel insurance plan states (in part):

?Your duties after loss of or damage to property or delay of baggage;
b) promptly notify, in writing, either the police, hotel proprietors, ship lines, airlines, railroad, bus, airport or other station authorities, tour operators or group leaders, or any Common Carrier or bailee who has custody of Your property at the time of loss;?

In case I have anyone reading this who doesn?t understand what is required, here?s an explanation in plainer English: ?If you do not have any written report of loss including the date of the loss, why should the trip insurance company believe that something happened while you were on your trip??

Do you want to hear about another idiotic claim? Even if you said ?no? I?ll tell you anyway. This one holds the title for the stupidest claim we have ever received.

A couple returned to New York from their trip to Europe. They said the luggage area of the terminal was flooded so they couldn?t get their luggage. They called us and we told them they had to file a luggage damage claim with the airline. They refused saying it wasn?t worth their time. Hours later they were able to retrieve their luggage. They went home without filing any damage claim with the airline. Once again they called us on the way home and we told them they had to return to the airport to file a luggage damage claim with the airline. They refused for the same reason. As soon as they got home they said they threw all the contents of their luggage plus the luggage itself into the dumpster.

There was no written proof of loss so the claim was denied.

I have more examples, but I think you get the basic idea. When in doubt, document everything. You can always throw away what you don?t need after the claim is paid.

How apprenticeships keep Germans working

COLOGNE, Germany -- Following 12 years of elementary- and high-school education in Germany, 22-year-old Sabrina Kleinsorg had to make a decision for her professional career two years ago.

"Most of my fellow students wanted to go to university, opted for a higher education, but I wanted to earn money immediately, while learning a profession at the same time,"?Kleinsorg?says.

Her own family history includes mostly blue-collar workers, and?Kleinsorg's parents favored an education in skilled crafts and trades for their daughter.

For?Kleinsorg,? the choice was easy: She opted for an apprenticeship in the field of engineering.

Germany's unique apprenticeship program provided an opportunity for?Kleinsorg?to receive hands-on experience on the factory floor, paired with complementary theoretical training at a vocational school.

In 2010, she started a paid three-and-a-half-year apprenticeship program as an industrial electronics technician at U.S. automaker Ford's plant in?Cologne,?Germany.

Today, in her third training year,?Kleinsorg?earns more than $1,200 per month and receives a number of social benefits, including health insurance.

"My friends from school thought it was 'uncool' to train in a technical job, especially as I entered a male-dominated work environment,"?Kleinsorg?says.

"But I was immediately accepted by my male colleagues, and today, I am far better off financially than they are."?

Her?choice also means job security.

In Germany, 61 percent?of all apprentices receive full-time employment at the company where they?train. And the rate is growing, according to the?latest statistics from the Association of German Chambers of Commerce and Industry, DIHK.

Ford Motor Company in Germany states?that nearly 95 percent of all trainees are offered a regular job and stay with the company.

"Many of my friends from high school will have to pay back loans after their college studies and still face an uncertain employment future,"?Kleinsorg?adds.

A?pillar in the crisis
Compared to other countries in the 27-nation European Union, Germany's export-driven economy is going fairly strong despite challenging economic conditions. The overall unemployment rate in Germany is?6.5 percent.

Many other eurozone countries are in recession and burdened with high unemployment rates. The situation is especially troublesome for young Europeans under the age of 25.

According to the European Union statistics office, Eurostat , the youth unemployment rate rose to 22.8 percent in September, up from 21.7 percent? the previous year. In Greece and Spain, that number is over 50 percent. In Germany, the youth unemployment rate is just 8 percent.

"One reason for the so-called miracle of low youth unemployment rates in Germany is our apprenticeship system," says Dr. Andreas Koenig, Head of Section, Technical and Vocational Education and Training at GIZ, an association that supports the German government in the field of sustainable development.

"It is this transfer of knowledge from schools and training programs directly into the work environment and vice versa, which makes the difference," Koenig says.

Courses are designed by employers and government specialists but also include input from Germany's trade unions. Training programs are also regularly adjusted to market needs.

The so-called "dual system" -- split into 60 percent workplace training and 40?percent?classroom-based education -- is widely regarded as a model of business investment in social mobility and in?the country's skilled workforce of the future.

"It is all about building your own work?force on a high-quality basis," says Volker Theissen, manager for learning and development at Ford Europe.

Germany's?apprenticeship system trains approximately 1.5 million people per year and matches the worker's skills with the demands and requirements of today's rapidly changing work environment.

"In the course of our apprenticeship, we learn many important facets about our job, but also a lot about the company. And from the start, we are fully integrated and adopt to our future workplace," says 18-year-old Andr? Etzweiler, an apprentice at Ford in Cologne.

"And, while the training immediately creates a symbiosis between the young worker and his employer, it nevertheless prepares us well for the broader job market in case we cannot or do not want to stay with the company," Etzweiler explains.

Historic?system, with a modern touch
Vocational training in Germany has a centuries-old tradition and dates back to the guild system of the Middle Ages.?From bakers to hairdressers and welders to bank workers, the German system focuses on top-level education in close collaboration with industry.

Germany's small- and medium-size businesses, the so-called?Mittelstand, are highly dependent on the next generation of well-trained workers.

Germany's?Mittelstand?accounts for nearly 70 percent of all exports. Many experts say that these specialized? businesses are the engine of economic growth and a main contributor to Germany's still healthy economy.

"If we want to stay innovative, especially in regard to our foreign competition, then we need young skilled workers with young ideas," says Oliver Huhle, manager at Huhle Steel and Metal Construction, a firm with nearly 100 employees based in Wiesbaden.

"Many of today's business executives in Germany began their career as apprentices, including myself," says 34-year-old Huhle.

The success of Germany's dual-training system has led countries like the United States, China and India to study it as a possible model for their own labor markets.

"We have seen an increasing number of requests in the past year from other countries, inquiring how we cooperate to implement elements of the German system. Just last week, we signed a memorandum of understanding with Italy," says Thomas Renner from the Association of German Chambers of Commerce and Industry in Berlin.

In times of tight budgets and ailing economies, however,?many international companies have been shying away from long-term investment in a larger work?force. Many foreign corporations fear that long-established socioeconomic structures -- one secret to success in Germany -- might be the missing link abroad.

However,?German?experts?say that core elements would be adoptable in other markets.

"If other countries, such as the United States, want to implement the system, it does not require the enormous state support that you see in Germany,"?Theissen from Ford Europe says.

"Companies can easily initiate cooperation and exchange with already existing technical colleges in any region," he?adds.

While German carmakers, such as Mercedes or BMW, have already exported the system to their factories in the United States, Ford has so far only been offering apprenticeships to young applicants at plants in Germany.

A?demographic challenge
But at Germany's workbenches, the system is facing a major challenge these days: low birthrates.

Mid-sized businesses, especially, face a shortage of qualified applicants, in part due to the demographic changes, but also as a result of strong competition from large companies.

At the end of September, German officials counted more than 33,000 open training positions.

As a result, German companies are increasingly looking across the borders to meet their needs.

"Several firms in the southern region are now recruiting young people from Spain who want to receive technical training. These companies offer a four-week language course prior to the apprenticeship," says Ulrike Friedrich from DIHK in Berlin.

"And hotels and restaurants in the German state of Thuringia are training adolescents from the Czech Republic and Hungary," Friedrich adds.

In the crisis, one country's loss could be another country's gain.

Latest statistics show that there is a growing influx of immigrants from crisis-stricken nations of the eurozone, including a large number of young workers.

"It is a win-win situation for both sides," Friedrich says.

"The young foreigners will receive high-quality training, fill gaps in small German businesses, but also have the chance to go back to their countries as skilled workers at a later point," she?says.

Do you mind introducing yourself?

Hello, my name is Donald ?Schoolyy? Johnson and I host a talk show here on Spreaker weekdays at 11 AM PDT. I served in the US Air Force for 8 years, and am currently a Federal Officer for The Department of Homeland Security. I am from Southern California, but have traveled to many places around the world. I enjoy promoting and helping others and am active in the Call of Duty Competitive Gaming Community (eSports). My focus in the CoD competitive gaming community is the CoD ladies where I strive to promote and showcase their skills through different events I host that are broadcasted live.

How did you get into the world of broadcasting?

I got into the world of broadcasting mid July 2011 where I would live stream and commentate game play from Call of Duty competitive players. After hosting and broadcasting many online events I found it to be extremely enjoyable and with so much positive feedback, it motivated me to do more in the community and continue broadcasting.

Cool! How did you start podcasting? Had you already been doing it before?coming to Spreaker?

Before live streaming I didn?t podcast but would often listen to many podcasts on the web. While I enjoyed the many podcasts I listened to, I didn?t find any that incorporated good music with tech and gaming reviews as well as other topics in the different gaming communities. I decided I?d try and bring that to anyone who would listen to my podcast. I surfed the web and found Spreaker to be the most user friendly for setting up and doing podcasts. From there I started the radio show The Schoolyy Show?in May 2012.

We?re glad you found us!?How do you pick the topics for your podcasts?

Picking topics for podcasts can be difficult at times, but fun as well. I tend to try and be creative coming up with my own topics that listeners can relate to, but being part of a gaming community as well as being a techie often makes things easier since many topics can come from gaming and new tech products.

Any favorite episodes from your own podcast??

My favorite episode so far is a series I did called Military Talk, where I took listeners on a journey with my experiences in the US Air Force. I enjoy talking about my experiences in the military as those times were some of the best times in my life.

Do you use Spreaker?s interactive features to chat with your fans?

I definitely use Spreaker?s interactive features to connect with my fans. It is a great way to connect fans on a personal level and another way to keep them interested and coming back to listen again. I love the feedback fans give through the interactive features as well, it gives me an opportunity to hear what they want from my broadcasts.

What do you do to reach listeners? Do you rely on social media, or do

To reach out to listeners I rely on my social media networks. I often post on my website, Twitter and Facebook allowing friends, family and fans to know that I?m going live or that I am live so they can stop by and tune in.

TeachMoore: Confusion Abounds on Teacher Evaluations

As I was going through my blog reader this morning, I came across a fascinating juxtaposition.?

First, part of the ongoing series in Hechinger Report on the new evaluation system that has become law in neighboring Louisiana. The article notes:?

In English, math, science, and social studies, teachers will be measured on their students? progress on existing state tests. But Louisiana school districts have broad latitude when selecting the exams that will be used in subjects without standard state tests. In some cases, district officials are letting teachers choose or design the assessments on which they will be judged. In other cases, school boards, superintendents, or principals are picking the exams without consulting or even notifying teachers.[emphasis mine]

State Superintendent John White said state officials recommended a few possible exams in subjects like foreign languages. They also offered guidance on acceptable learning targets for students, and advice as to how administrators can use those targets to decide whether an individual teacher is ?effective.? But they felt that it would be ?a mistake to impose a test.?

?Our philosophy is that local leadership should be empowered,? he said.

That last phrase is only comforting if you have competent and responsible local leadership. I'm thinking of the school district in which three of my grandchildren attend school, where the entire school board is appointed and not one member has or has ever had a child attend the public schools.?

Just above that was this post from one of the Teacher Ambassadors at the U.S. Department of Education explaining the Department's official position on use of standardized testing in teacher evaluations. Marciano Guttierrez, teacher from Mountain View, California notes that:?

At a?speech?to the National Council for Social Studies, Mr. Duncan stated, ?Just to be 100 percent clear?evaluation should never be based only on test scores. That would be ridiculous. It should also include factors like principal observation or peer review, student work, parent feedback. It should be designed locally?and teachers should be at the table to help design it.? The Department?s work on educator evaluations has thus been to promote multiple measures to elicit a well-rounded perspective on one?s craft and to encourage districts and schools to primarily use these tools as a means for quality professional development. This thinking was also captured in a?speech?that the Secretary made to Baltimore County teachers this past fall....

...As a previous Teacher Fellow with the Hope Street Group, and in my current work with Race to the Top states, I have seen a variety of state-developed approaches and strategies that aim to meet this vision. I have come to realize that the strongest evaluation systems have been developed with robust teacher input at every stage of the process.? These evaluation systems, which are designed and improved with the practical insight of teachers, use test scores as only one of multiple measures of effectiveness, therefore allowing teachers of students like mine, to demonstrate quality teaching in ways that transcend test scores alone.

So why all the confusion? Why are so many places trying to develop teacher evaluations as if there are no guidelines, no models, and no professional educators to help design them? How is the teacher evaluation process developing where you are?

Israel accuses Palestinian of spying for Hezbollah

JERUSALEM (AP) ? Israel's Shin Bet internal security agency says a Palestinian man has been charged with relaying information to Hezbollah guerrillas in Lebanon about sensitive government sites, including parliament.

It identified the suspect as Azzam Mashahara, a resident of east Jerusalem, which Israel captured in 1967.

Palestinian residents of east Jerusalem, unlike Palestinians from the West Bank or Gaza Strip, have Israeli identity cards that allow them to travel freely within Israel.

The agency said the indictment was handed down on Sunday, a day after Mashahara was arrested.

All of the sites identified in the Shin Bet agency statement appear on Google Earth. Mashahara was charged with maintaining contacts with a foreign agent and relaying information to the enemy.

Just to make all you Albertans and Northerners jealous, we still have lovely fall weather in the Okanagan.

True, we had a brief 2 or 3 day stint of snow 2 weeks ago, but mostly it?s been just pleasant wool coats and gumboots weather. We really can?t complain. The two pictures are with?Sugar and Spice?s?neighbour L, who is now in Kindergarten and walking to school with the girls most days.

On another autumn note ? the girls are off to Fall Sparks Camp BY THEMSELVES this weekend?- the first overnight away from family. Kinda a big deal. We told the leader if they freak out to call us and we?ll pick them up. Not that we want to, of course? we have a big date planned! But I guess that?s one adoption-related thing? we don?t want them ever to feel abandoned anywhere. Very traumatic. So if we have to drive out in the middle of the night, we will. But let?s hope pyjama parties, sweets, friends, sleeping bags and all other manner of 6 year old delights will keep them busy the whole night through!

I have a not-as-delightful day of marking planned ? got to get everything done ahead of time to be able to go to Costa Rica!! Jason is going off to a finance seminar all day (his new hobby. Judgment day: UK media faces moment of truth

(AP) ? It's judgment day for Britain's press.

After nearly 18 months of damaging revelations about widespread media misconduct, the senior judge tapped to investigate the ethics and practices of some of the English-speaking world's most powerful newspapers will deliver his verdict next Thursday.

Lord Justice Brian Leveson's inquiry was launched in response to the phone hacking scandal at Rupert Murdoch's News of the World where journalists routinely intercepted phone messages to obtain sensational stories and allegedly engaged in computer hacking and bribery, too.

"The reputation of the British press is as low as it's possible to be," said James Curran, a professor of communications who has written extensively on the history and politics of the media. "For the first time, there is a possibility of modest reform."

A year's worth of hearings exposed a host of shady journalistic practices, from blackmail and stalking to trafficking in stolen medical records and other private information.

Celebrities, crime victims, and the falsely accused described feeling helpless as reporters ground their privacy and reputation to bits, while some of the country's most senior police officers ? who should have been investigating the wrongdoing ? were described glugging champagne at intimate dinners with those who would later become the scandal's chief suspects.

Leveson's recommendations and reaction from the press and politicians have been a matter of intense speculation since the inquiry was ordered by Prime Minister David Cameron in July, 2011. Leveson could recommend new rules for journalists, suggest a new press watchdog, or simply endorse the status quo. In the case of new regulations, lawmakers would have to sign off on his recommendations before they became law.

There have been scattered hints as to Leveson's approach. He and inquiry lawyer Robert Jay mostly eschewed the inquisitorial approach during hearings, often politely asking various witnesses for their thoughts on whether the press should be reformed and how to do it.

But the genial atmosphere of the hearings may mask a trenchant, industry-shaking verdict.

In August, the judge sent inquiry participants a sheaf of documents laying out his potential criticisms, a move intended to enable those targeted to have a final say before the inquiry's recommendations are released. They are meant to be confidential, but Chris Blackhurst, the editor of Britain's Independent newspaper, was so shocked by the tone that he broke with protocol to go public with his concerns.

"It is a damning indictment of my industry," he told the BBC. "The best way I can describe it is that he's loading a gun, and that this document ? well over 100 pages ? is all the ammunition. And believe you me, there's plenty of ammunition. You read it and you just gulp."

Paul Connew, a tabloid editor-turned-public relations expert who has followed the scandal closely, said he is worried, too. He predicted that Leveson would propose some kind of "light touch" regulation, for example one that would see publishers submit to the rulings of an independent regulator. But Connew ? who counts himself among the thousands of phone hacking victims ? said that the moment government becomes involved in setting rules for journalists, liberty suffers.

"It's a cliche, but it's the first step down a slippery slope," he said. "I'm not saying you're going to overturn 300 years of press freedom in one fell swoop, but you're removing one of the foundation stones."

The battle lines are being drawn as proprietors and reform campaigners prepare to fight. On Wednesday, victims of press abuse met with Cameron and Deputy Prime Minister Nick Clegg to argue their case for greater protection against unscrupulous journalists. On Thursday, the Free Speech Network, a press lobbying group, unleashed a publicity campaign against any attempt at state-backed regulation.

The group's ad in Murdoch's The Sun newspaper was particularly stark:

"These people believe in state control of the press," the ad said over pictures of Syrian strongman Bashar Assad, Russian leader Vladimir Putin, and Zimbabwean President Robert Mugabe. "Do you?"

Curran said the warnings were overwrought. He explained that a regulator ? were one to actually be set up ? would probably be a body "independent of government and independent of the press which will have some backup powers. That's a far cry from Zimbabwe."

Hopes for Greece, earnings lift TSX to two-week high

TORONTO (Reuters) - Canadian shares hit its highest point in nearly two weeks in thin and choppy trading on Friday, rallying for a sixth straight session on cautious optimism that Greece's lenders were nearing an agreement that will release aid and on earnings expectations for financial stocks.

Financial shares also advanced for a sixth day ahead of the quarterly reporting season for Canadian banks.

Bank results will be released over the next two weeks, with Royal Bank of Canada the first to report, on November 29. Analysts expect a steady year-over-year profit gain for the group, driven by stronger capital markets-related results.

Among the top advancers, Bank of Montreal gained 1.2 percent to C$59.23, Toronto-Dominion Bank rose 0.8 percent to C$81.60, and Royal Bank added 0.5 percent to C$58.07.

"That's in anticipation of the earnings and so I think, hopefully, we'll have reasonable earnings, or meet the earnings expectations," said Sal Masionis, stockbroker at Brant Securities.

At 10:25 a.m. (1525 GMT), the Toronto Stock Exchange's S&P/TSX composite index <.gsptse> was up 72.70 points, or 0.6 percent, at 12,225.80. Eight of its 10 main sectors were up. Earlier, the index touched 12,229.77, its highest level since November 12.

Helping to lift sentiment, Greece said the International Monetary Fund had relaxed its debt-cutting target for the country, suggesting lenders were closer to a deal for a vital aid tranche to be paid. But other sources involved in the talks cautioned the funding gap was far bigger than Greece suggested.

Separately, European Central Bank President Mario Draghi said confidence was returning to the euro zone, and governments must implement reforms to secure the bloc's future.

With U.S. trading ending early at 1:00 p.m.(1800 GMT) on Friday, volume on both sides of the border was light. About 59 million shares had changed hands by midmorning on the Toronto Stock Exchange, compared with a daily average of 281.9 million in October.

"I don't think minds are in the market, especially here in Toronto with the Grey Cup (Canadian Football League championship), shopping, Black Friday, you name it ... nobody's around," Masionis said.

"Monday will be getting back to reality."

On the downside, Research In Motion was the biggest drag after a stunning gain the previous session. After surging 17 percent on Thursday on the back of optimism about the prospects for the company's soon-to-be-launched BlackBerry 10 smartphones, RIM shares were down 4 percent at C$11.49.

(AP) ? The Houston Texans have put themselves in a position to be the NFL's first team to seal a spot in the playoffs and to move a step closer toward earning home-field advantage in the AFC.

Houston (9-1) has won four straight and is 4-0 on the road this season, giving the Texans a great shot to be in consecutive postseasons for the first time.

"It shows the progress we've made," said tight end Owen Daniels, who has been with the franchise for seven of its 11 years of existence. "A few years ago, it took us until the end of the season to get that ninth win. We're at that ninth win already.

"We're trying to stack 'em up, but it's good that those are possibilities this early in the season."

Houston needs to win at Detroit (4-6) on Thursday and have a handful of teams lose, or tie, to earn a postseason bid by the end of the weekend.

The Lions, meanwhile, will have to pull off a string of upsets against a slew of good teams to reach the franchise's goal of making it to consecutive postseasons for the first time since the mid-1990s.

Just when it looked like Detroit was living up to the hype generated with last year's breakout season by winning three of four games to climb back .500 earlier this month, the Lions lost two in a row. And that has made last season seem more like an aberration than the start of successful run for a floundering franchise that hit rock bottom in 2008 as the NFL's first 0-16 team.

"We're not thinking about playoffs or anything else," Lions coach Jim Schwartz said. "We're thinking about the Houston Texans and that's plenty for us to think about right now."

Like all good teams, the Texans have proven they can win even when they don't play well.

Houston trailed the lowly Jacksonville Jaguars last week at home by 14 points in the fourth quarter before rallying for a 43-37 win in overtime.

The Texans' defense, which has been among the NFL's best all year, struggled until it made stops when they were needed. It didn't hurt that quarterback Matt Schaub and receiver Andre Johnson had career-best games.

Schaub connected on 43 passes for 527 yards passing, both totals tying for second most in league history, and Johnson set a personal best with 273 yards receiving. His franchise-record fifth touchdown pass was a screen to Johnson, who did the rest on a 48-yard score for the game-winner.

"You just never know in this league week to week what kind of game you're going to be in and we got caught in a shootout type of game with a lot of offense," Houston coach Gary Kubiak said. "We were fortunate enough to find a way to win."

Detroit did enough to lose 24-20 to the Green Bay Packers last week at home, where it had plenty of opportunities to get a much-needed win. The Lions' woes were made worse by a significant injury and distraction.

Left tackle Jeff Backus couldn't finish the first half because of a hamstring injury, which seemed to be in his right leg, and his 186-game starting streak that includes every game of his career is expected to end Thursday.

"It's hard to replace a rock that's been there for 12 years," said veteran center Dominic Raiola. "It's just different without him out there."

Detroit drafted Riley Reiff with the 23rd pick overall this year, planning to groom him as player to eventually replace Backus. The rookie might have to take on defensive end J.J. Watt, who ranks among NFL leaders with 11? sacks and leads all defensive linemen in the league with 11 passes defended.

Houston, though, won't have to worry about No. 2 receiver Titus Young taking advantage of one-one-one coverage because the Lions announced Monday he would be inactive because of his "unacceptable" behavior during the game against the Packers.

"When you're a player, it's your job to make the team happy," Schwartz said. "It's not the team's job to make you happy."

Lions fans have not been happy when it comes to Thanksgiving Day results.

Detroit has lost a franchise-record eight straight on the holiday ? by an average of three-plus touchdowns ? and has only one victory in the last 11 games in its annual showcase after winning nine of 12 games from 1989-2000.
